Several education unions are accusing the Basic Education Department of not properly consulting with them. The unions say the department is conducting itself on the consultations causing a trust deficit.
They are also denying that they have been properly consulted and have agreed on the reopening plan.
Unions have cautioned against rushing teachers and pupils back to school.
They say the agreed date for the return of management teams is the 18th of June but the department wants schooling to resume at the beginning of next month.
Minister of Basic Education Angie Motshekga is expected to address the nation on the possible timeline for reopening schools on Thursday.
