No arrests mean no closure for the family of a slain 9-year old boy in St Helena Bay on the West Coast.
Leo Williams died last year after being hit by a stray rubber bullet, allegedly fired by a police officer during a service delivery protest.
The child had been sitting in a shack, watching television, when he was shot.
The Independent Police Investigative Directorate probed the incident.
